Decorate the party hall with roses. Make strings of rose flowers and hang them everywhere in the party hall. Roses means red so choose red color option to decorate the room. Use red color table cloth and pots. Spread red color balloons and drapes to cover the furniture. Take some rose petals and keep them in crystal bowls full of water. Make some bunches of roses and paste them on the walls. You can make rangoli of rose petals at the entrance of the hall.
